Export Operations Manager

The position requires achieving compliance goals through hands-on planning and education, project management oversight and execution, and development of business relationships with key internal & external customers, service providers, and GCO process lead. The role will also include establishing and maintaining customer service goals. 

Job Description:

• Determines export declaration organizational objectives and provides strategic guidance for compliant and timely filings.
• Establish and lead a matrixed team of remote export declaration professionals ensuring timely and compliant filings.
• Engage with sourcing and controls lead to ensure compliance, monitoring, and performance objectives are met.
• Support Planning Manager with Service provider export declaration monitoring.
• Support development and report on key metrics of Operational effectiveness across an established matrix organization Lead a team on efficiency and process improvement initiatives, developing new concepts, techniques, and standards.
• Track, status, and provide reports and metrics associated with export activities.
• Support export declaration organizational policy improvements by implementing and driving adherence to procedures.
• Recommends modifications to companywide policies.
• Support development and creation of Tools and Systems to monitor the statuses of authorization use, shipping documents, and other underlying data/documentation for accuracy compliance with all applicable export compliance regulations.

• Act as the primary resource for the export team, maintaining compliance and consistency and taking corrective action when needed
• Represents the organization for export declaration filing with internal customers and third-party service providers, Supervise and control export declaration activities, and maintain compliance with the International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR), Customs and Border Protection (CBP), Foreign Trade Regulations (FTR) and other relevant trade compliance regulations.
• Identify and report to Leadership and/or other trade compliance management any potential violations of trade compliance laws and compliance violations and any incidents involving significant weaknesses in processes or procedures.
• Support internal, external, and government-directed compliance audits and assessments.
• Travel 15% – 20% to support leadership meetings and project support. 

Qualifications:

 Required Skills:

• Strong organizational skills with the ability to manage, respond efficiently and effectively to time-critical issues with competing for/conflicting priorities.
• Ability to analyze complex problems, interpret operational needs, and develop compliant and sustainable solutions.
• Self-starter who can develop effective networks with internal and external customers.
•    Strong knowledge and application of export/import trade regulations (e.g., International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Customs and Border Protection regulations, Anti-boycott Regulations, Bureau of Alcohol, Tobacco and Firearms and Explosives Regulations (BATFE) and Foreign Trade Statistics Regulations (FTSR).
• Excellent customer relationship/interpersonal skills.
• Strong verbal and persuasive writing skills.
• Ability to prioritize among demanding and sometimes conflicting requirements
• Microsoft Office applications, SAP, ITCS, RGEMS Time management, prioritization, and organizational skills

Desired Skills:

• Master’s degree in international business or related
• Licensed Customs Broker
• Foreign Language speaking/writing skills
• Licensing Empowered Official Experience            
• Logistics in a Defense Environment experience
• Leadership experience within a shared service environment

Required Education and Experience: 

• Bachelor’s Degree PLUS 8+ years applicable trade experience in licensing/trade, policy, government relations is required. In lieu of education, applicable experience gained in licensing/trade government relations setting can be considered.
